Leon Stinson
Mr. Stinson is the Director of the Aviation Solutions Division and has extensive professional aviation experience garnered during his service in the U.S. Air Force and in over twenty-four years with the Federal Aviation Administration. As an Air Route Traffic Control Center, (ARTCC), Operations Manager, he was responsible for control operations with seven Areas of Specialization employing over 450 employees including, air traffic control specialists, ATC supervisors, traffic management specialists, maintenance technicians and meteorologists.
He also worked with FAA Airways Facilities and FAA Air Traffic Division to accomplish facility remodels and upgrade projects and served on the National Free Flight Phrase 1 Program Development. As an Evaluation Specialist in the Office of System Effectiveness and Evaluation, he evaluated the performance of all FAA facility levels; ARTCCs, Control Towers, Approach Control, Flight Service Stations and facilities in the Federal Contract Tower Program, against local and national FAA directives.
Also prior to joining CDO, Mr. Stinson was on the team instrumental in opening Kabul Afghanistan’s Air Control Center (KACC), the world’s first completely non-radar Air Traffic Control Center, for the United Nations, the U.S. Department of Defense, NATO and the Afghanistan government. While in Afghanistan, he worked in several capacities including, air traffic specialist and watch supervisor and held two major support positions asthe KACC Facility Evaluator and the Deputy Training and Standardization (ATSN) Officer. As the ATSN Officer, he converted U.S. Air Force Training directives to International Civil Aviation Organization, (ICAO), standards.
He was a member of the Ground Development Committee for Unmanned Vehicles for air, ground and sea. The committee was formed to explore the integration of UAV’s into all classes of airspace within the NAS, and provided background and information for the integration of UAV’s into the NEXTGEN airspace system. The committee also provided analysis and data for researching issues pertaining to the integration of unmanned aircraft systems into the NAS, Asian and European air traffic environment and recommended operating procedures required to achieve a favorable adjudication of the Certificate of Authorization (COA) application.
Mr. Stinson received extensive professional training at the FAA Center for Management Development (CMD) in affiliation with Embry-Riddle University, the FAA Academy-Oklahoma City, Oklahoma, the FAA Training Facility-Lawton, Oklahoma and other FAA Management training venues.
Mr. Stinson is a Member of the International Civil Aviation Organization, (ICAO) Roster of Experts.
